SPEAK is a 4 year program (2018-2022) with funding from the European Commission and the Dutch Ministry of Foreign Affairs. The partners in SPEAK are also working with Hivos through the Open Up Contracting program funded by the Dutch Ministry of Foreign Affairs.
Strengthening public services through the empowerment of women-led Advocacy and social audit networks, or SPEAK is a program that aims to institutionalize constructive and effective citizen participation in the planning and implementation of local budgets to better address structural poverty.
The SPEAK program aims to empower civil society organisations and local women groups to advocate for gender-responsive and inclusive budgets. At the same time, the program has them engaged with local authorities and media in order to improve accountability of public procurement through community-based monitoring.
Hivos works together with local civil society organisations both at national and sub-national levels. Partner organizations in SPEAK include Transparency International Indonesia (TI-Indonesia), Bojonegoro Institute, Pattiro Semarang, and the Alliance of Independent Journalists Jakarta.
Together with Hivos, the organisations TI-Indonesia, Bojonegoro Institute, and Pattiro Semarang focus on capacity building of civil society organisations and women groups. They advocate for gender-responsive budgets. They also build capacity to monitor complaint handling mechanisms by the local government and to facilitate social audits. Finally, they promote institutionalization of complaint handling and promote access to information that is related to budget and public procurement in the health and education sectors in Bojonegoro and Semarang.
The Alliance of Independent Journalists works with Hivos to build a network of investigative journalists and citizen journalists who are able to report corruption cases related to the education and health sectors in five cities: Jakarta, Bojonegoro (East Java), Semarang (Central Java), Bandung (West Java), Makassar (South Sulawesi), and Mataram (West Nusa Tenggara).
